NSPIRE-V Severity Levels Explained: What Gets You 24 Hours vs 60 Days

Most NSPIRE-V inspection failures aren't expensive surprises — they're cheap fixes that landlords didn't know to check. But under NSPIRE-V, the real danger isn't the deficiency itself. It's the severity rating attached to it.

Under the old HQS standard, you either passed or failed. NSPIRE-V replaces that with a 4-tier severity system on every deficiency. Some give you 60 days to fix. Others give you 24 hours — and if you miss that window, your Housing Assistance Payment (HAP) can be abated.

Life-Threatening (24 Hours to Correct)

This is the red alert. If an inspector finds a life-threatening condition, you have 24 hours to fix it or your tenant may be relocated and your HAP payments stop.

What triggers it: no working smoke detector in any required location, gas leaks, exposed electrical wiring that someone could touch, blocked egress (a bedroom window that won't open, a security gate with no quick-release), structural collapse risk, and no heat during heating season.

Smoke detectors alone are the number-one life-threatening finding under NSPIRE. A $12 smoke alarm in the wrong spot — or with a dead battery — can trigger a 24-hour clock on your rental income.

Severe (30 Days to Correct)

Severe deficiencies seriously affect livability but aren't immediately life-threatening. You get 30 days. Examples include major plumbing issues, HVAC not functioning properly, large holes in walls or floors, significant water damage, missing or broken entry door locks, and missing handrails on stairs with 4+ steps.

Moderate (60 Days to Correct)

Moderate issues affect the unit's condition but don't create a safety hazard. You get 60 days — the most common timeline. Examples include minor cosmetic damage that exposes underlying structure, slow drains, cracked window panes, missing outlet or switch covers, peeling paint in pre-1978 homes, and a non-functioning mailbox.

Low (Pass With Observation)

Low-severity items are noted but don't require correction within a specific timeline. Minor cosmetic wear, scuff marks, nail holes, and minor landscaping issues fall here.

How Severity Affects Your Bottom Line

Life-threatening finding: If you can't fix it in 24 hours, HAP abatement starts. On a $1,500/month voucher, that's $50/day you're not getting paid. A $12 smoke detector you didn't check just cost you more than the unit's monthly profit.

Multiple moderate findings: While each one gets 60 days, a unit with 5+ moderate findings may trigger an overall "fail" that requires a full re-inspection before the PHA releases HAP.

How to Protect Yourself

The single best thing you can do is self-inspect before the inspector arrives. Walk every room with the NSPIRE-V criteria in hand. Focus on life-threatening items first — smoke detectors, CO detectors, electrical safety, egress — because those are the ones that can cost you money in 24 hours.

This is exactly what NSPIREcheck was built for. The app walks you through all 75 NSPIRE-V criteria room by room, flags what's likely to fail, and shows you the severity rating for each item so you know what to fix first.
