Section 8 Inspection in 2027: Everything That's Changing Under NSPIRE-V

On February 1, 2027, HUD retires HQS and replaces it with NSPIRE-V. This isn't a tweak — it's a complete overhaul.

What changes

More inspection points (approximately 75 specific criteria vs roughly 30-40 under HQS), organized room by room. A 4-tier severity system (life-threatening, severe, moderate, low) that determines fix timelines and HAP consequences. Faster consequences — life-threatening items trigger 24-hour action, not the old 30-day-plus process. Standardized scoring designed to reduce inspector subjectivity.

What stays the same

PHA schedules the inspection, tenant must provide access, landlord is responsible for the unit's condition, passed inspection required for HAP payments.

Many PHAs are already using NSPIRE for inspections before the February 2027 mandate. Don't wait to prepare.

What to do right now

(1) Understand the new criteria. (2) Self-inspect your unit with NSPIRE-V criteria in hand. (3) Fix life-threatening items first — they're cheap and the most costly to fail. (4) Address severe and moderate items by severity. (5) Document your condition with photos.

Your PHA may not help you prepare — they're focused on their own transition. The detail you need about your specific unit is something you have to figure out yourself.
