Smoke Detector and CO Detector Requirements Under NSPIRE-V: Exact Placement Rules

Smoke detector violations are the most common life-threatening finding under NSPIRE-V. A $12 device in the wrong spot, with a dead battery, or missing entirely can start a 24-hour fix clock that threatens your HAP payments.

Smoke Detector Placement Requirements

Every bedroom needs one smoke detector inside it, mounted on the ceiling or high on the wall (within 12 inches of the ceiling). Outside each sleeping area, one smoke detector in the hallway immediately outside each bedroom or group of bedrooms. At least one smoke detector on every habitable level, including the basement.

CO Detector Requirements

CO detectors are required when the unit has any fuel-burning appliance or an attached garage — gas furnace, water heater, gas stove, wood-burning fireplace, or an attached garage. They go outside each sleeping area and on every level with a fuel-burning appliance.

Detectors must be UL-listed, not expired (most expire after 10 years — check the date on the back), and functional (test button must produce an audible alarm).

The 10-Year Trap

Your smoke detectors look fine and are mounted correctly. But flip one over and the manufacture date says 2014. That detector is expired, non-compliant, and a life-threatening finding.

The 5 Most Common Failures

(1) Missing from a bedroom — hallway detectors aren't enough under NSPIRE-V. (2) Dead or missing battery. (3) Expired detector — over 10 years old. (4) Wrong location — too close to kitchen or bathroom. (5) Painted over during a paint job.

For a typical 3-bedroom unit, full compliance costs $68-135 in detectors. Compare that to a single day of HAP abatement.
